Coordination and interaction of elements of the healthcare system in an emergency situation

Abstract

The paper analyzes the coordination of the healthcare system in emergency situations. The focus is put on the interaction between hospitals, emergency medical services, public health, and crisis management institutions. Emergencies such as natural disasters, pandemics, or technological accidents require a rapid, adequate, and integrated response. The study examines the regulatory framework, institutional structures, and principles of situational management that shape interorganizational coordination (IOC). Key findings indicate that an effective response depends on planning, operational flexibility, staff training, and the use of information-sharing technologies. An adaptive approach, combining formal and informal coordination mechanisms, ensures the resilience of the healthcare system. It is recommended to improve regulatory documents, integrate digital systems, and conduct regular simulations for crisis preparedness. The article emphasizes that a strong and resilient healthcare system relies on the synergy of regulatory security, organizational flexibility, and effective IOC.
